According to the provisions of the Interim Measures for public participation in environmental impact assessment and the administrative measures for environmental protection of construction projects in Zhejiang Province issued by the State Environmental Protection Administration, in order to make all social organizations and the masses understand and participate in the environmental impact assessment of the project, they are publicized as follows. Enterprises, institutions, social organizations and the people are welcome to put forward valuable opinions and suggestions on the environmental protection issues of the project.

1、 Brief introduction of project construction

Project Name: annual output of 200000 tons of renewable environmental protection high precision copper production line technical transformation project

Project summary: Ningbo Changzhen Copper Industry Co., Ltd. plans to invest 50 million yuan to add 112 sets of equipment, such as 16Mn reverse extrusion press, hexagonal bar polishing machine, material sorting system, etc., to implement the technical transformation project of 200000 tons of renewable environmental protection high-precision copper production line with an annual output of 200000 tons in xiejialu village, Simen Town, Yuyao City, Zhejiang Province. The main processes are as follows:

High precision copper products: after raw materials are fed and inspected, they are sorted and put into storage, crushed, proportioned, melted and discharged (into holding furnace) to obtain continuous casting bars, continuous casting ingots and continuous casting wire billets; among them, the continuous casting bars are straightened, turned, pressed and polished to obtain finished products or drawn, annealed and finished products; the continuous casting ingots are sawed, heated and extruded, tail knocked, cut head, grinding head The finished product can be obtained after peeling, extending, finishing, annealing and other processes; or the finished product can be obtained after heating and extrusion, cutting tail, bump welding, grinding, heading, wire drawing / drawing, annealing, pickling, wire drawing / drawing and straightening. The continuous casting billet is produced by butt welding, grinding, heading, wire drawing / drawing, annealing, pickling and wire drawing.

Copper panning: part of slag and fine broken yellow copper extracted from smelting furnace and holding furnace are stripped of zinc oxide and other oxides by ball mill, and then the slag and fine broken yellow miscellaneous copper processed by ball mill are shoveled on the shaking table for washing. Under the dual functions of water washing and shaking table vibration, copper sand and zinc oxide are completely separated by gravity separation. The copper sand is collected separately to remove moisture and impurities and is used as raw material for smelting furnace. The washed water will bring zinc oxide and other oxides into the reservoir. After standing in the reservoir for a long time, the zinc oxide and other oxides will be precipitated and accumulated, which will be regularly fished out for entrusted disposal as hazardous waste. In addition, the water needed in the copper washing process is recycled, not discharged, and replenished regularly.

Dust dust roasting: it is a new process in this project. The dust collected from smelting is sent into multi chamber furnace for full oxidation roasting through feeding system to remove the organic matter and obtain qualified baking materials. The flue gas of multi chamber furnace contains unburned organic matter, which is fully oxidized and burned at high temperature (> 900 ℃) in the secondary combustion chamber, so that the organic matter is completely decomposed. The high temperature flue gas discharged from the secondary combustion chamber is discharged through a 15 meter high exhaust funnel after water cooling, bag dust removal and activated carbon adsorption treatment.

2、 An overview of the possible impact of construction projects on the environment

    The project is implemented in the built workshop, and the main impact during the construction period is the environmental impact generated during the pipeline construction and equipment installation. During the operation period, the main impact is the negative impact of wastewater (acid washing wastewater, acid washing spray water, domestic sewage), waste gas (crushing dust, smelting waste gas, acid washing waste gas, natural gas combustion waste gas, dust collecting ash roasting waste gas), solid waste (general solid waste and hazardous waste) and equipment operation noise on the surrounding environment.

3、 Pollution control measures and impact analysis

1) Waste gas

Comminuted dust: after being collected, the crushed dust will be uniformly treated by the bag dust removal system and then discharged through a 15 m high exhaust funnel. The waste gas can meet the requirements of the particulate matter limits in Table 4 of the emission standard for industrial pollutants of recycled copper, aluminum, lead and zinc (gb31574-2015).

Smelting waste gas: the project includes 7 sets of smelting furnaces, and each smelting furnace is equipped with a set of copper smelting waste gas treatment system (flue gas cooling tower + gravity dust collector + bag type dust collector). After treatment, the waste gas is discharged through an 18 m high exhaust funnel, and the waste gas can meet the limit requirements of Table 4 in emission standard of pollutants for recycled copper, aluminum, lead and zinc industry (gb31574-2015).

Acid washing waste gas: hydrochloric acid mist is collected by suction from the side of the tank, treated by alkali spray tower, and discharged at high altitude through a 15m chimney. The discharge of hydrochloric acid mist can meet the requirements of Table 4 of emission standard of pollutants for recycled copper, aluminum, lead and zinc industry (gb31574-2015).

Waste gas from natural gas combustion: after being collected, the waste gas from natural gas combustion will be discharged at a height of 15m. The emission of smoke, nitrogen oxide and sulfur dioxide in the waste gas can meet the relevant requirements in the comprehensive treatment plan for air pollution of industrial furnaces (HJ [2019] No. 56), that is, the emission limits of particulate matter, sulfur dioxide and nitrogen oxide are not higher than 30, 200 and 300 mg / cm3 respectively.

Flue gas from dust collection and ash roasting: the flue gas after dust dust calcination is discharged through a 15m exhaust funnel after secondary combustion + flue gas cooling tower + bag filter + activated carbon adsorption. The exhaust gas can meet the special emission limit of air pollutants in Table 1 of the amendment to emission standard of pollutants for lead and zinc industry (gb25466-2010).

2) Waste water

According to the engineering analysis, the wastewater of this project is mainly production wastewater and domestic sewage. The production wastewater is mainly acid washing wastewater and acid washing spray water. The production wastewater of the project will be reused for production without discharge after being treated by the sewage treatment station in the plant area to meet the class I standard of integrated wastewater discharge standard (GB8978-1996); no new staff will be added to the project, so no new domestic sewage will be added. After being treated by the sewage treatment station in the plant area, the pollutants such as cod, animal and vegetable oil, suspended solids and other pollutants meet the first class standard of integrated wastewater discharge standard (GB8978-1996) and can be reused as the plant casting cooling water; in the long term, after the sewage pipe network is connected, the domestic sewage can be pretreated by the septic tank to meet the class III standard of the integrated wastewater discharge standard (GB8978-1996), and then it will be incorporated into the municipal sewage pipe network It is discharged after reaching the standard by Yuyao (xiaocao'e) municipal sewage treatment plant, so the project will not affect the water quality of surface water nearby.

3) Noise

The main noise sources of the project are extruder, wire drawing machine, annealing furnace, air compressor, etc., and the noise of main production equipment is small. Noise prevention and control measures are mainly from the sound source and from the noise transmission path to reduce noise two aspects. 1) According to the characteristics of the noise source of the proposed project, it is suggested that the advanced low-noise equipment should be fully selected in the design and equipment procurement stage to reduce the noise of the equipment itself from the sound source; 2) under the premise of meeting the production process and safety production, the high-noise devices should be concentrated in the center of the plant as much as possible, so as to increase the distance between the high noise source and the plant boundary. After taking the above treatment measures, it can ensure that all boundary noise can meet the requirements of class 2 standard in GB 12348-2008 emission standard for industrial enterprises noise at boundary, which has little impact on the surrounding acoustic environment.

4) Solid waste

The solid waste of the project requires the enterprise to perform the registration system for declaration and establish the account management system. According to the provisions of the measures for the exchange and transfer of hazardous wastes in Zhejiang Province (zhhf [2001] No. 113) and the Interim Measures for the management of hazardous waste business license (zhhf [2001] No. 183), the hazardous waste disposal measures shall be submitted to the environmental protection administrative department for approval before implementation, and it is prohibited to dispose hazardous wastes without permission. For the transfer and transportation of hazardous waste, the management measures for hazardous waste transfer sheet and the five sheet system shall be implemented. The transportation unit, local environmental protection department, transportation unit, receiving unit and local environmental protection department shall track the joint list. To sum up, the solid waste of the project can be properly treated, which has little impact on the environment.

4、 The main environmental protection conclusions of the project's environmental impact are as follows:

The site selection of the project is in line with the relevant requirements of Yuyao environmental function zone planning; the adopted technology and equipment meet the requirements of clean production; the pollutant emission meets the pollutant emission standards and the requirements of total emission control index of main pollutants; from the predicted results, the environmental impact of the project meets the environmental quality requirements determined by the environmental function zoning of the project site; it meets the "three" requirements Line one order "requirement. 5、 Methods and time limit for public access to the abridged EIA Report

Within 10 working days from the date of the announcement, the public can directly ask the EIA unit or the construction unit for the abridged version of the report; if the public has opinions on the environmental protection of the construction project, they can submit it to the local environmental protection department, the construction unit or the preparation unit of the environmental impact report within 10 working days from the date of the announcement, or send the written opinions to the construction project in charge The competent administrative department of environmental protection for the purpose of examination and approval.

The public participation in the environmental impact assessment of the project will solicit the opinions and suggestions of citizens, legal persons or other organizations within the scope of the project evaluation on the project.
